Proposal Qualification Checklist

A quality proposal is the foundation of a successful DAO action. To ensure transparency, fairness, and community benefit, each proposal must meet basic criteria before it proceeds to DAO voting and funding.

This Proposal Qualification Checklist serves three key purposes to support a fair and effective proposal process:

  • Proposers use it to self-check their proposals before creating a vote on XDAO.
  • DAO Facilitators review proposals against this checklist after submission. They provide feedback (if needed) via Discord and help ensure only qualified proposals move forward to DAO voting and funding.
  • DAO Members reference the checklist when reviewing and voting, helping uphold shared standards of quality, feasibility, and collective value.

This checklist is designed to be:

  • Transparent - Openly shared with all stakeholders 
  • Lightweight - Easy to use, quick to apply
  • Constructive - Focused on helping proposals improve and succeed.

DAO Alignment
- The proposal must have a clearly stated goal aligned with the DAO’s mission.
- The action directly contributes to the goal of one of the 4 DEP DAOs:. Grow Together: 1000 trees. Nourish: 1000 meals. Connect: 500 TECD sessions. Reflection: 100 participant reflections
- The tone is respectful, values-aligned, and demonstrates DAO spirit (trust, openness, contribution).

Involves DAO Members
The proposal actively involves other DAO members - not just the proposer or their external/local team - to encourage collaboration, shared learning, and collective benefit within the DAO.

Feasible & Responsible Plan
- The proposal includes a clear, actionable plan with defined timeline, key steps, and responsible person(s).
- The proposed timeline aligns with the overall DAO timeline and program phases.
- Risks are identified (if any) and there’s a plan to deliver on commitments.

Reasonable Budget Breakdown
- The budget breakdown is clear, proportional to the impact, and within DAO norms.
- Follows the 60-40 funding policy: 60% paid upon approval, 40% after report verification.

Measurable Outcome
Expected quantity, location, and date of completion are provided (e.g. “Plant 50 trees in Hanoi by Oct 10”).

Reflection & Learning Component
The proposal includes a clear plan for reflection, feedback gathering, or knowledge sharing after execution, contributing to the DAO’s collective learning and improvement.

Proper Format
The proposal uses the provided template and is submitted correctly via the DAO’s XDAO space.

Collaboration with External Communities or Partners (optional but valued)
Proposals that engage relevant partners or align with broader community efforts are encouraged, as they can enhance impact and visibility.

Innovative or Story-Driven Approach (optional but valued)
Proposals that introduce creative ways to achieve impact or share unique stories are welcomed.

Proposal Review Flow

  1. Self-Check by Proposer: Before creating a proposal vote on XDAO, the proposer uses the Proposal Qualification Checklist to ensure the proposal meets all criteria.
  2. DAO Facilitator Review: After the proposal vote is created:
    • The DAO Facilitator reviews the proposal for qualification.
    • If the proposal is incomplete or unclear, the facilitator provides feedback via Discord and requests revision.
    • Only proposals that meet the checklist criteria will be listed for DAO-wide voting.
  3. DAO Member Voting: DAO members are encouraged to review proposals against the same checklist before voting to ensure shared standards of quality and feasibility.
